Rebhabilitation of some sorts?

So I was looking through my addons, and deleting some that were no longer useful to me when I stumbled upon an addon called 'Citizen Prisoner Pack'. Upon seeing this pack, I thought of some ideas that could perhaps introduce a different type of RP toward Citizens.

I was thinking, perhaps when you reach a certain limitation on Criminal points (Or minus Loyalist points) You're Citizenship would be reduced to a lower level than the standard Citizens now, if you would continue to violate then you would be amp'd. This would include the citizens that are apart of this sub-class would be treated poorly, and watched closely so they cannot run away and 'fight for a cause' or something. The class would be indicated by a type of fatigues that they were bound to. They would be the complete opposite to how Loyalists are treated, and maybe even Citizens would treat them with disrespect. There might be some way to rehabilitate and leave the sub-class, but my idea is still developing.

I'm not sure if anyone else thinks this is a good idea, but in my head it could open a variety of RP situations. It could be improved upon by suggestions from others, hence why I am suggesting it. I hope you enjoy my idea - Wyzen.

The idea could be subject to suggestions, so if anyone has any suggestions post them here!

They could be bound to only one apartment block, and limited to certain places, as punishment. Maybe Standard citizens are even allowed to commit some violations against them without consequence? I don't know.
